The International Traffic in Arms Regulations (ITAR), which govern 
transfers of space technologies to foreign persons, have been widely 
criticized as counter-productive. The last year has seen a flurry of 
studies suggesting that, by controlling too much too tightly, the ITAR 
is unintentionally driving innovation in space technologies overseas 
and thus undermining American leadership in space rather than 
protecting it.
What is the right balance between openness and control? How can we limit 
the proliferation of truly sensitive technologies while ensuring that 
America regains its leadership in innovation? Which technologies should 
be controlled by the ITAR? How could the ITAR be made to work better, 
especially for entrepreneurial companies?
