It should be noted that the evidence supporting this number of refugees 
is extremely slim. In fact, this is likely on par with claims that we 
will see most of the continents drowned by the seas or that agriculture 
will become impossible - totally overblown and damaging the credibilty 
of groups willing to make use of them to get donations or political action.

When the local climate researchers and local migration researchers 
discussed the climate refugee issue at a meeting I attended last year 
their rough consensus was that real climate refugees will be a very 
minor group. But it may be politically expedient to label people climate 
refugees for various reasons.
